Scope

Independently verify PC baseline evidence before any PC configuration mutation.

Required Evidence

• PC baseline evidence reviewed and accepted or returned with findings.
• Confirmation that PC_EXECUTOR did not accept its own work.
• Confirmation that no PC service, firewall, environment variable, scheduled task, OpenClaw config, or public port exposure was changed.
• Confirmation that evidence contains no secrets.

• Reviewed AGENT_BOARD.md, .cursor/rules/agent-orchestration.mdc, handoff/PC_VERIFIER.md, tasks/T5-PC-baseline-verify.md, tasks/T3-PC-baseline.md, and evidence/pc-baseline-20260515.md after git pull.
• Accepted evidence/pc-baseline-20260515.md for the PC baseline: required CLI, Tailscale, Gateway outbound 443, and public port exposure checks are present.
• PC_EXECUTOR did not accept its own work; evidence ends as ready for PC_VERIFIER review.
• No token was set, printed, or written in reviewed evidence.
• No executed openclaw node run, install, start, stop, restart, or uninstall command was found. Mentions of those commands are from openclaw node --help output/examples only.
• No evidence of PC service, firewall, environment variable, scheduled task, OpenClaw config, or public port exposure mutation was found.
• PC_VERIFIER made no PC configuration changes.

Stop Conditions

• Missing evidence.
• Evidence includes secrets.
• Evidence shows drift from the mission or from OPENCLAW_EXEC_NODE_PLAN.md.
• Evidence suggests a required mutation before G1 has been accepted.

Acceptance

ORCHESTRATOR may count the PC half of G1 as accepted only after PC_VERIFIER records acceptance.
